Cara Menghitung Kursi DPR dan DPRD

Jika Pemilu 2014 memakai metode BPP (Bilangan Pembagi Pemilih) dalam menentukan jumlah kursi. Pemilu kali ini akan menggunakan teknik Sainte Lague untuk menghitung suara. Metode ini diperkenalkan oleh seorang matematikawan asal Perancis bernama Andre Sainte Lague pada tahun 1910.

Sementara di Indonesia regulasi ini disahkan pada 21 Juli di DPR RI dengan menggabungkan tiga undang-undang pemilu. Yakni :

  1. UU 8 2012 tentang Pemilu Legislatif,
  2. UU 15/2011 tentang Penyelenggara Pemilu dan
  3. UU 42/2008 tentang Pemilu Presiden dan Wakil Presiden.

Lantas, bagaimana cara menghitung suara dengan teknik ini?

Dalam UU Nomor 7 Tahun 2017 Tentang Pemilu, menyebutkan bahwa partai politik harus memenuhi ambang batas parlemen sebanyak 4 persen dari jumlah suara. Hal ini diatur dalam Pasal 414 ayat 1.

Sesudah partai memenuhi ambang batas parlemen, langkah cara menghitung kursi DPR RI dan DPRD selanjutnya adalah menggunakan metode Sainte Lague untuk mengkonversi suara menjadi kursi di DPR. Hal itu tertera dalam Pasal 415 (2), yaitu setiap partai politik yang memenuhi ambang batas akan dibagi dengan bilangan pembagi 1 yang diikuti secara berurutan dengan bilangan ganjil 3,5, 7 dan seterusnya.

Berikut cara menghitung apabila dalam satu daerah pemilihan (dapil) tersedia 6 kursi.

  1. Partai A Mendapat Total 30.000 Suara.
  2. Partai B Mendapat 15.600 Suara.
  3. Partai C Mendapat 9.000 Suara.
  4. Partai D Mendapat 5.000 Suara.

A. Cara Menentukan Kursi Pertama

Untuk menentukan kursi pertama, maka masing-masing partai akan dibagi dengan angka 1.

  1. Partai A 30.000/1 = 30.000
  2. Partai B 15.600/1 = 15.600
  3. Partai C 9.000/1 = 9.000
  4. Partai D 5.000//1 = 5.000

Dengan hasil pembagian itu, maka yang mendapatkan kursi pertama di dapil tersebut adalah Partai A dengan jumlah 30.000 suara.

B. Cara Menentukan Kursi Kedua

Berhubung Partai A sudah menang pada pembagian 1, maka untuk selanjutnya Partai A akan dihitung dengan pembagian angka 3. Sementara Partai B, C dan D tetap dibagi angka 1.

  1. Partai A 30.000/3 = 10.000
  2. Partai B 15.600/1 = 15.600
  3. Partai C 9.000/1 = 9.000
  4. Partai D 5.000//1 = 5.000

Maka yang mendapatkan kursi kedua adalah Partai B dengan perolehan 15.600 suara.

C. Cara Menentukan Kursi Ketiga

Untuk menentukan kursi ketiga, maka Partai A dan Partai B akan dibagi dengan angka 3. Sementara Partai C dan D akan dibagi dengan angka 1.

  1. Partai A 30.000/3 = 10.000
  2. Partai B 15.600/3 = 5.200
  3. Partai C 9.000/1 = 9.000
  4. Partai D 5.000//1 = 5.000

Maka yang mendapatkan kursi ketiga adalah partai A dengan perolehan 10.000 suara.

D. Cara Menentukan Kursi Keempat

Berhubung Partai A sudah mendapatkan 2 kursi, yakni kursi pertama dan kursi ke tiga, maka selanjutnya Partai A akan dibagi dengan angka 5. Sementara Partai B tetap dibagi angka 3, Partai C dan Partai D masih tetap dibagi angka 1.

  1. Partai A 30.000/5 = 6.000.
  2. Partai B 15.600/3 = 5.200.
  3. Partai C 9.000/1 = 9.000.
  4. Partai D 5.000//1 = 5.000.

Maka yang mendapatkan kursi keempat adalah Partai C dengan perolehan 9.000 suara.

E. Cara Menentukan Kursi Kelima

Untuk menentukan kursi ke lima, Partai A tetap dibagi dengan angka 5. Sementara Partai B dan Partai C dibagi dengan masing-masing angka 3, Partai D akan tetap dibagi 1.

  1. Partai A 30.000/5 = 6.000
  2. Partai B 15.600/3 = 5.200
  3. Partai C 9.000/3 = 3.000
  4. Partai D 5.000//1= 5.000

Dengan demikian maka yang mendapatkan kursi kelima adalah Partai A dengan perolehan 6.000 suara.

F. Cara Menentukan Kursi Keenam

Berhubung Partai A sudah mendapatkan 3 kursi (kursi pertama, ke tiga dan ke lima), maka selanjutnya Partai A akan dibagi dengan angka 7, dan Partai B dan Partai C masih dibagi angka 3 dan Partai D masih tetap dibagi 1.

  1. Partai A 30.000/7 = 4.285
  2. Partai B 15.600/3 = 5.200
  3. Partai C 9.000/3 = 3.000
  4. Partai D 5.000/1 = 5.000

Dengan demikian, maka yang mendapatkan kursi ke enam adalah Partai B dengan perolehan 5.200 suara.  Demikian seterusnya…..

Dengan demikian, maka Perolehan Kursi :

  • Partai A Mendapat 3 Kursi.
  • Partai B Mendapat 2 Kursi.
  • Partai C Mendapat 1 Kursi.
  • Partai D Tidak Mendapat Kursi.

JPRMI Kalbar Selenggarakan Tabligh Akbar Remaja Masjid di Masjid Mustakhim Pontianak Barat

Pontianak, (23/12/2018) telah berlangsung agenda Tabligh Akbar dan Silaturahmi Remaja Masjid. Agenda tersebut mengundang da’i kondang dari sulawesi Ustadz DR., Das’ad Lathif., M.Si., Ph.D. Agenda tersebut dilaksanakan di Masjid Mustakhim, Pontianak Barat.

Agenda yang cukup meriah ini terlaksana atas kerja sama Jaringan Pemuda dan Remaja Masjid (JPRMI) Wilayah Kalimantan Barat bersama JPRMI Pontianak Barat, dan beberapa remaja masjid (REMAS). Beberapa remaja masjid yang turut terlibat diantaranya remaja masjid Sirajul Munir (RAMSIR), Remaja Surau Ar Ridho, dan Remaja Masjid Baiturahman (RIMBA).

Imam Bukhori, S.Pdi selaku ketua JPRMI Wilayah Kalimantan Barat menyatakan, “Saya sangat mengapresiasi kerja keras panitia. Saya juga mengucapkan terimakasih kepada para sponsor HNI HPAI, BNI Syariah, POLTEKES Kemenkes Pontianak, Dompet Ummat dan semua pihak yang telah terlibat yang telah membantu mensukseskan agenda kegiatan tersebut.”

DIHADIRI DARI BERBAGAI KALANGAN

Agenda yang berlangsung khidmat ini, dihadiri ratusan orang, baik dari berbagai kalangan REMAS, ibu ibu majelis taklim, dan masyarakat umum. “Alhamdulillah kegiatan berjalan lancar. Kedepan kami berharap agar agenda seperti ini terus dilanjutkan dan ditambah dengan agenda lain yang menambah semarak dakwah pemuda dan remaja masjid. Semoga dakwah pemuda dan remaja masjid tetap semarak demi kejayaan islam yang kita harapkan.” pungkas Agus D., R., S. P, selaku ketua panitia.

Menurut tanggapan dari jama’ah atas tausiyah yang disampaikan, menurutnya sangat menarik dan lucu sehingga sangat cocok untuk masyarakat dan anak muda. Selain acara inti berupa tausiyah, dan terdapat pelantikan JPRMI kota.

Kegiatan ini juga dikemas secara menarik dengan sejumlah pentas seni dari kalangan remaja masjid. Diantaranya aja kesenian nasyid dari masjid al amin. Serta kesenian TAR, akustik, dan acapella dari ramsir. Kemudian ada juga akustik dari Ar-Ridho, dan kesenian shalawatan dari Remaja Masjid Darul Mutakhin.

Menurut Imam Bukhori., S. Pd.I dengan adanya kesenian ini sangat baik untuk dakwah islam kedepannya. Seni adalah pintu masuk kepada anak muda milenial. Ia melanjutkan walaupun demikian pedoman terhadap Al-quran dan Assunah tidak boleh di tinggalkan.

Agenda ini mendapat respon yang positif dari teman-teman remaja masjid. Tanggapan dari Zulfarid perwakilan Remaja Surau Ar Ridho, “Alhamdulillah seru banget bisa ngumpul sesama remaja masjid bisa silaturahim juga ,jadi makin semangat memakmurkan masjid. wah seru banget. apalagi ustadz das’ad lathif nya, membuka pemikiran semakin meluas Alhamdulillah deh bisa ikut.” pungkasnya.

Adapun kegiatan peresmian tersebut dilakukan oleh istri Walikota dan juga menjabat sebagai Ketua Tim Penggerak PKK Kota Pontianak ini Jalan Sultan Abdurrahman Nomor 114B.

Grand Opening Amanda Brownies Pontianak ini dihadiri langsung oleh manajemen pusat diantaranya General Manager, Agustian Rahayu Subrata, Direktur Operasional, Sugeng Cahyono dan sejumlah jajaran direksi lainnya.

Pembukaan outlet pertama Amanda Brownies di Pontianak ini secara resmi ditandai dengan pemotongan pita peresmian dan pembukaan pintu pertama oleh Sang Pemilik, Hj. Sukur Sumi Wiludjeng dan Ketua Tim Penggerak PKK Kota Pontianak, Hj. Yanieta Arbiastutie.

Diresmikan Istri Wali Kota Pontianak

Dalam kesempatan yang diberikan, Ketua Tim Penggerak PKK Kota Pontianak, Hj. Yanieta Arbiastutie berharap  kehadiran Amanda Brownies Pontianak selain menambah daftar lokasi wisata kuliner di Kota Pontianak.

Selain itu Beliau juga berharap dengan dibukanya outlet ke 106 ini dapat menyerap lebih banyak tenaga kerja lokal guna membantu pemerintah mengurangi angka penggangguran di Kota Pontianak.

“Saya harap dengan dibukanya outlet ini dapat menyerap tenaga kerja lokal, sehingga bisa mengurangi angka pengangguran di Kota Pontianak,” ujarnya ketika usai meresmikan outlet Amanda Brownies Pontianak.

Selain itu, Istri Wali Kota Pontianak, Edi Rusdi Kamtono ini juga berharap Amanda Brownies kedepannya dapat membuat inovasi varian rasa baru dengan muatan lokal. Seperti menggunakan keladi, nanas dan pisang.

“Karena kita (Pontianak) bahan baku itu banyak dan terkenal. Saya berharap Amanda Brownies bisa menginovasikan resep kue dengan muatan lokal yang ada,” demikian tuturnya.

Ditemui pada saat bersamaan, Supervisor Area Kalimantan, Eko Agung Suprobo menjelaskan bahwa kota Pontianak dipilih menjadi cabang pertama di Kalimantan Barat dan merupakan jaringan outlet ke-106.

Sejak berdiri pada tahun 2000 hingga saat ini, Amanda Brownies telah membuka cabang dan outlet di seluruh Indonesia mulai dari pulau Jawa, Sulawesi, Sumatera hingga Kalimantan.

Ternyata tidak hanya outlet saja yang dibuka, Amanda Brownies juga mendirikan pabrik produksi di kawasan pinggiran kota Pontianak.

Bermula dari pertemuan Blogger Borneo pertama kali dengan Supervisor Area Kalimantan, Eko Agung Suprobo melalui jalur pribadi WhatsApp.

Pada kesempatan ini Beliau berencana akan mengundang para blogger yang ada di kota Pontianak untuk dapat hadir ke acara Grand Opening Amanda Brownies Pontianak yang akan diadakan pada tanggal 22 Desember 2018.

Dalam pertemuan internal yang dilakukan di Warung Kopi Winny Gajah Mada, kami bertemu untuk pertama kalinya.
